UNICEF,  WORLD VISION together with the government of Uganda have taken lead in equipping skills and knowledge to Kagadi district technical and political staff on disaster preparedness and response.

The 4 day training workshop that is targeting the District management committee members in critical departments such as planning, production, water and sanitation, Health and Education and Sub-county Disaster management committee for 14 lower local governments is being held at Kalya courts in Fort portal.

According to Raymond Kirungi the Disaster Preparedness Officer from the Office of the Prime Minister and lead trainer stressed the need for a district contingency plan  as a preparedness and resource mobilization tool for the district.

Rose Nakiranda the Disaster Risk Reduction and Community Resilience Coordinator World Vision says Kagadi district is prone to frequent natural hazards and man-made disasters that destroy crops, and property and threaten lives according to the National Risk and Vulnerability Atlas of Uganda published in 2021 by the Office of the Prime Minister (OPM)

The district has severally been hit by floods, hailstorms, and other hazards that have washed away roads and displaced people in Sub counties of Ndaiga, Bwikara, Mpeefu, Kiryanga, Kabamba, Nyabutanzi, Kagadi, Rugashali among others.

Ironically, the district did not have a contingency plan to boost its disaster preparedness and response interventions to prevent from disaster.

On behalf of the Chief Administrative officer Kagadi Edward Bisangabasija said a contingency plan will help in the allocation of resources to core priority areas and look for funding through partnerships.  

The head teachers for schools in Kagadi District have been trained on how to use the Education Management Information System (EMIS). The training took place on 9^th September 2022 at Kagadi Model Primary School in Kagadi Town, Western Uganda.

In his opening remarks, Omukwenda Alinda (Also known as Alinda Julius) brought to the attention of headteachers that the EMIS portal provides timely statistics and information for policy development, planning, budgeting, and evidence-based management practices in Uganda’s Education and Sports sector.

The activity of learners registration which was thought to be a simple one has turned to be a tough one. Concerns have been raised from a number of head teachers from both government and private schools on this subject and it has been realized that it needed concerted efforts. Therefore this activity would be required to be managed centrally for deliberate enforcement technically and administratively.

Says Alinda

Omukwenda Alinda advised teachers to be keen when capturing pupils’ data, especially the names. He requested the head teachers capture the data as it is written by the parent especially when it comes to pupils’ names.

A parent is in a better position to tell you the name of his/her child. Don’t add your own names. There are some teachers who find it easy to register pupils with different names without the consent of the parent.  This should stop.

He added

Mr. Mwinganiza Godfrey, the technical facilitator advised trainees to be alert when capturing parents/guardians’ National Identification Number (NIN). He added that a pupil with a wrong parent/guardian NIN will be rejected by the system. He trained participants on Creating EMIS User Account for Institutions, Logging in to EMIS Portal, Uploading School particulars, and uploading Learner Data using single learner and bulk upload methods.

The Model positions the PARISH as the epicenter of multi-sectoral community development, planning, implementation, supervision and accountability. Parish as the lowest reference unit for planning, budgeting and delivery of interventions to drive socio-economic transformation.The PDM wil create Wealth, Employment and increase Household Incomes.

The PDM has seven Pillars i.e.

(1) Production, Storage, Processing and Marketing;

(2) Infrastructure and Economic Services;

(3) Financial Inclusion;

(4) Social Services;

(5) Mindset change;

(6) Parish Based Management Information System

(7) Governance and Administration.

The PDM is therefore a Government approach that delivers a package of services and entails;

• The Model proposes building infrastructure and systems that support processing and marketing of Uganda’s agricultural products.
• Generating data on house-holds country-wide to inform Government interventions.
• Farmers at Parish level will be coordinated through area-based commodity clusters in order to increase production and productivity that will create sustainable agricultural production.
• Farmers will get access to Agricultural extension services, finance business Management training.
• Build infrastructure and systems that support processing and marketing of Uganda’s agricultural products.
• Strengthen participatory planning by local communities to collectively identify and address systemic bottlenecks that affect local economic development.
• Addressing vulnerability among youth, women, PWDs at the grassroots by developing and Implementing Action Plans for inclusion of disadvantaged interest groups

Priority Commodities for the Parish Model include

Coffee, Cotton, Cocoa, Cassava, Tea, Vegetable Oils (Inc. Oil Palm), Maize, Rice, Sugar Cane, Fish, Diary, Beef, Bananas, Beans, Avocado, Shea Nut, Cashew Nuts, Macadamia

The PDM is aligned to the following 5 strategic objectives of the NDPIII;
i) Enhance value addition in Key Growth Opportunities.

ii) Strengthen private sector capacity to drive growth and create jobs.
iii) Consolidate & increase stock and quality of Productive Infrastructure.
iv) Enhance productivity and well-being of Population.
v) Strengthen the role of the State in guiding and facilitating development.

Principles that underpin the Parish Development Model

i). Organization: Organising Ugandans that are currently operating in the subsistence economy to access quality inputs, tailored technical assistance, guaranteed markets, subsidized credit etc, through Associations, aimed at mitigating the diseconomies of scale (in savings, production, marketing and extension services), poor quality inputs/output, lack of reliable production advice, information (on) and connectivity to commodity and financial markets and post-harvest losses.Market orientation: The PDM shall encourage market-based approaches that strengthen the value chains, incentivise competition, efficiency, and innovation that will drive down the requirement for Government support over time.

The Prime Minister of the Uganda Rt Hon Robina Nabanja has been impressed by the efforts implemented by district leadership while rolling out of the parish development model program in the District.

Nabanja was addressing different stakeholders during a sub region training workshop organized by the office of Prime minister on Parish development model program at URDT multi-purpose Hall in Kagadi town council Kagadi District.

Among the activities that have been implemented by the district include recruitment of Parish chiefs in the 151 parishes, Training of stakeholders on PDM, Formation of 151 SACCOS and 1955 group Enterprises.

Nabanja further urged leaders to sensitize communities on the effects of polygamous families since most of family incomes are spent in looking after children rather than investment.

The Prime Minister was accompanied by the Minister of Finance, planning and Economic Development Matia Kasaija who said the government plans to invest more in irrigation as a way of improving agricultural production.

The LCV Chairperson Kagadi Ndibwami B Yosia requested the Prime Minister to follow up on the 23 billion Kagadi water piped project that has spent over 5 years under construction contrary to the 1 year project duration and urged government to consider elevating Kagadi General Hospital into a Regional referral Hospital.

The women Member of Parliament Jennipher Kyomuhendo Mbabazi, Buyaga West MP Tinkasimire Barnabus, RDC Kagadi Nicholas Kamukama, Chief Administrative officer Mathias Ndifuna , District Executive committee members among other graced the function.

Secretary Service Commission

The LCV Chairperson Kagadi Ndibwami B Yosia opening a one-day engagement on data collection under pillar 6 of the Parish development management information systems

The second-day training meeting comprises of a section of Parish Chiefs, Principal town clerks, CDOS and Data Clerks is being held at the Community Hall in Mabaale town council.

Ndibwami is being accompanied by DEC members including Hon Betonda Ramuel and Hon Ziraba Peter

The Parish development management information systems is an integrated system under Ministry of ICT that’s seeks to support community profiling, data collection, analysis, tabulation, storage and dissemination at the parish level.

Addressing participants Ndibwami urged participants to read and make research extensively in order to answer inquiries from the public concerning the Parish development model program.

Kagadi District council has today approved budget estimates, work plan  and mandatory documents for Kagadi DLG for FY 2022/2023 worth 45 Billion.

The motion was tabled before the council by the secretary of Finance , planning, Administration and Investment Betonda Rameul during a council meeting held at the community hall.

According to the budget estimates the Education department takes the lions share with 17b(39.9%), Health, 12.7B(28.3%), Administration 5.6B(12.5%) Production and Marketing 3.1B(7.1%), Roads and Engineering 1.6B(3.7%), Statuary Bodies 1.3B(3.1%),  Community Based Services 1B(1.1%)Water 948m(2.1%), Finance 473m(1.1%), Planning 188m(0.4%), Internal Audit 62m(0.1%), Trade Industry and development 51m(0.1%).

According to the budget Central government transfers which comprise of Discretionary government transfers shall contribute 20% of the total budget, while conditional government transfers shall contribute 70%, whereas other government transfers, local revenue and donar funding shall contribute 2%,2% and 6% respectively.

During the council meeting other mandatory documents including capacity Building, recruitment plan, Revenue Enhancement plan, Annual work plan, Procurement plan, operations and maintenance plan and Disaster Preparedness pan were passed.

In the same development Kugonza Charles was approved by council as  member of district service commission replacing Nkarwemera Bandahura whose term of office expired

While addressing council the Chief Administrative Officer Kagadi Mathias Ndifuna appealed to different stakeholders especially members of Parliament to lobby for more funds since most of the  45 billion budget approved  by council today goes to salary payments.

The Woman Members of Parliament Jennifer Kyomuhendo Mbabazi, Buyaga East MP Musana Eric Acaali, RDC Kagadi Kamukama Nicholas, LCIII Chairperson, Media, the general public attended the session.

Kagadi District local government has concluded a 2 day launching exercise for the construction classroom blocks of 3 schools of Kiduuma, St Peter’s and Rusekere primary schools. The exercise took place on 26th May, 2022.

The construction of two classroom blocks housing a staff room and store at Kiduuma Primary school in Kiryanga Subcounty was contracted by Mbasa Investment at 89m, St Peters Primary schools in Burora Subcounty contracted by Chamil at 79m and Rusekere primary school contracted by Winlinks Investments in Kabamba Subcounty at 97m.

The groundbreaking functions were led by the Deputy Resident District Commissioner Kagadi Benjamin Tumusiime who hailed the government for tremendous efforts towards promoting child education.

Benjamin condemned the high rates of school dropouts among children which is leading to early marriages and early pregnancies.
