Kagadi

Excitement rocked Parish development model beneficiaries yesterday as Kagadi district launched the disbursement of poverty eradication funds.

The function presided over by the Resident District Commissioner Nicholas Kamukama Kaine was held at URDT Multipurpose in Kagadi town council and attended by various stakeholders.

The Parish Development Model is a Government strategy or approach for organizing and delivering public and private sector interventions for wealth creation and employment generation at the parish level as the lowest economic planning unit.

This will ensure support for more Ugandans to increase their demand for goods and services.

A total of 300 million has today been disbursed to 358 beneficiaries from the 15 parish SACCOS with each member receiving between 800,000 to 1,000,000 Uganda shillings.

According to Peter Kusemerewa the commercial officer and also the PDM focal person over 7 billion have been credited 151 PDM SACCO accounts.

He said regular monitoring of beneficiaries will be made to ensure effective utilization of funds.

Nicholas Kamukama Kaine the RDC Kagadi hailed the government for coming up with such poverty alleviation programs and urged beneficiaries to use the funds and ensure early recoveries.

The District Chairperson Kagadi Ndibwami B Yosia has urged benefits to invest the money in the intend profitably projects to ensure sustainability of the program.

The jubilating beneficiaries are optimistic that money received will help in boosting household incomes.

Kagadi District leadership has completed a bench marking visit on Micro- scale irrigation Program in the 3 south western Districts of Ibanda, Ntungamo and Rukungiri District.

The exchange visit organized by the production and marketing department team comprised of District Executive committee members, District Chairperson, Members of the sectorial committee of production and natural resources, Chief Administrative officer, and a section of technical staff.

Ibanda, Ntungamo and Rukungiri District were a mong the first 41 districts under phase 1 as the government piloted the program and ranked byWorld Bank as the most successful districts in the program implementation in Uganda.

The team visited successful farmers with demonstration farms established by the districts to ascertain the best practices, challenges and solution for guidance as the phase two program implementations kicks off in Kagadi District.

Farmers will be able to cope with dry spells, produce during the dry season, transition to higher value crops, such as horticultural crops and coffee, and hit the market when prices are more advantageous.

The program supports smallholder farmers with 2.5 acres (1 hectare) with mini irrigation schemes in government’s efforts to transit farmers from mainly subsistence to commercial agriculture.

According to the Senior Agricultural officer KagadiMparana Desire who doubles as the program Focal person, a total of 7 demonstration farms have been established in Kagadi under the Micro-scale irrigation program and 711 farmers have expressed interest in the program.

The Micro-scale Irrigation Program is part of the Intergovernmental Fiscal Transfer Reform Program (IFTRP) and is supported by the World Bank through the Uganda Intergovernmental Fiscal Transfer Program (UgIFT).

Micro-scale Irrigation Program is led by the Department of Agricultural Infrastructure Mechanization and Water for Agricultural Production of the Ministry of Agriculture, Animal Industry, and Fisheries (MAAIF).

Kagadi

Uganda Revenue Authority (URA) officials have today Thursday 15/06/2023 held a one-day training with Principal Township officers, Sub county chiefs, Sub Accountants, Town treasurers and District Headquarter staff in Kagadi District in the District council Hall Kagadi town council.

The engagement targeting technical staff from 35 administrative units that make up Kagadi District aimed at enhancing skills of local governments employees and discussion on compliance issues regarding taxation.

The participants were oriented in various tax laws including Tax Amendments FY 2022-2023, Value Added Tax FY 2022-2023, Employment income FY 2022-2023 and Digital Tax Stamps (DTS).

Kagadi district local government last evening disbursed Sixty-Eight Million, Nine hundred thirty thousand shillings (68,930,000) to the 12 youth groups from the five sub-counties and four town councils under Youth Livelihood Program (YLP).

The 12 beneficiary groups are from the lower local governments of Kagadi, Mabaale, Mpeefu Yasande, and Muhorro town councils, Kyakabadima, Kanyabebe, Kyenzige, Kagadi, and Mpeefu Subcounties.

According to the data from office of the YLP Focal person, Kagadi district has disbursed a total of 1.5Bn Shillings to the youth groups since its inception FY2014/15 under the Youth Livelihood Program to171 youth groups and a total of 468million has been recovered.

Speaking to the beneficiaries at Kagadi community hall during a One-day orientation meeting, the Kagadi Resident District Commissioner (RDC) Nicholas Kamukama Kaine urged the youth groups to incorporate women as members since are family bread winners, good finance managers and exbit high level of trustworthy.

Epodoi Pauline Opio the Kagadi District Chief Administrative Officer (CAO) has challenged the beneficiaries to invest the funds in the selected enterprises and refund it to enable other members also benefit from the program.

Meanwhile the Kagadi district Youth Chairperson Herbert  Nuwagaba says the Program was  on halt for the last two years and later revived after several engagement with the president by the youth leaders.

He says they will advocate for more funding for the program on the national platforms so as to enable the youth fight poverty.

The beneficiaries were oriented on financial management, record keeping, Procurement process among others.

Kagadi

Rok Services a company contracted to carry out design for the construction of Ndaiga water supply at a cost 40 million shillings has this afternoon presented a draft design for the project as the district embarks on securing funds for the construction of the water project

The meeting which was attended by Key district stakeholders and Ndaiga sub county leadership was held at the District headquarter in the board room.

Ndaiga water supply system which is estimated to cost 1.5 billion shillings will targets villages of Kabukanga, Koswa, Lwebigongoro, Nyamasoga, Zongarwa, Kitebere,Kiyaja, Mukura, Lutoma, Kinyondo and Kachaga.

The draft design will be presented to the Ministry of Water and Environment before for approval for Final design.

The average water coverage for Ndaiga stands at 4% and one of the sub counties that has for the last years grappling with water borne diseases.

During the meeting participants tasked the contractor to make few adjustments in the design including the construction of 3 Water borne toilets per village, land acquisition where installations are to be made, reconsidering provision of break pressure reservoir tanks to avoid bursting of pipes due to high pressure.  

Speaking to the LCIII Chairperson Oscar Chunyai and the Female District councilor Night Alice Ndaiga Subcounty shortly after the meeting, say the water project will improve sanitation and Hygiene in the area.

Phillip Kakuro Director Rok Technical services urged leaders to sensitize communities to desist from vandalizing project materials which increases the cost of maintenance when the projects kick off.

The District Chairperson Kagadi Ndibwami B Yosia says Ndaiga has received few government projects being implemented in Ndaiga Subcounty as a result of the bad terrain which doubles the cost of project implementation.

He assured residents of Ndaiga that affirmative action will be given to the area come to next Financial year 2023/2024

Kagadi District council last evening passed and approved total estimated revenue for FY 2023/24 worth 44,643,298,000 (Forty-four billion, six hundred forty-three million two hundred ninety-eight thousand) as opposed to 41,563,854,000 (Forty-one billion, five hundred sixty-three million eight hundred fifty-four thousand) that was laid before this council in march 2023.

Addition funds equivalent to 3,079,444,000 (Three billion seventy-nine million four hundred forty-four thousand) was allocated to Kagadi for DDEG, pension and gratuity and had not been incorporated to cater for salary enhancements for departments like Education, Health and production increasing our draft budget to 44,643,298,000 (Forty-four billion, six hundred forty-three million two hundred ninety-eight thousand).

The Budget estimates and workplan, mandatory documents were approved by council last evening at Community hall in Kagadi town council.

The budget estimates approved has registered an increment of 0.4% compared to FY2022/23 approved budget estimates.

The motion was tabled before council by the Secretary for Finance, Planning, Administration and Investment Betonda Ramuel Amooti. He said conditional Government transfers 32,025,201,000, Discretionary Government transfers 8,112,477,000, other government transfers 1,022,615,000, local revenue 879,200,000, and Donar funding 2,585, 804, 000

According to the budget allocations the Education department lions share with 19,273,696,000 (43%) Health 12,063,280,000 (27%) Administration 4,511,743,000 (10%) Production and Marketing 2, 414,667,000 (6%) Roads and Engineering 1,954,615,000(4%) Statutory bodies 1,543,794,000 (4%) water 1,027,816,000 (2%) Community Based services 860,724,000 (2%) Finance 423,550,000 (1%) Planning 204,375,000 (0.6%) Internal Audit 64,000,000 (0.2%), Trade, Industry and Local Development 61,245,000 (0.1%)

In an interview after the approval of the budget estimates and workplan doe FY 2023/2024 Hon councilors assured the public that there has been equity allocation of resources since the budgeting process started with consultations at parish level.

During the council meeting other mandatory documents including Capacity Building Plan, Recruitment Plan, Revenue Enhancement Plan, Annual Work Plan, Procurement Plan, Operations and Maintenance Plan, Disaster Preparedness Plan

Kagadi

In a bid to improve performance in schools, officials from the Education department together with headteachers from the 136-government aided primary schools in Kagadi District have lined up various activities in preparation for second term re-opening on Monday 29^th/05/2023

The number of strategies has been agreed upon during a one-day Term 11 preparatory meeting organized by Education department consisting of head teachers from government aided schools held at Kagadi Model Primary School in Kagadi town council, Kagadi District. 

According to the District Inspector of schools Omukwenda Julius Alinda the activities include continuous assessment of learners, conducting mini workshops on strategies to improve performance, holding staff, school management and parents meeting, monitoring and inspection of schools, co-curricular activities i.e. ball games, music dance and girl guide, integrated inspectorate system, preparation for teaching (schemes of work and lessons plans among others

The Deputy Chief Administrative officer Kagadi Robert Mugabe attributed conflicts in schools as a result of poor information flow to key stakeholder.

He urged headteachers to always disclose grants received, share work plans and budgets to SMC, PTA members and other key stakeholders for transparency purposes.

Robert assured civil servants fair promotion basing on performance for employees due as per civil service guiding policies.

The District Education officer condemned corporal punishments on children in both private and government aided schools and tasked inspector of schools and head teachers to report staff involved for displinary actions  

A person who subjects a child to corporal punishment commits an offence and is liable to imprisonment for a term not exceeding three years or to a fine not exceeding one hundred currency points or both.”

The Government of Uganda through Ministry of Water and Environment in collaboration with Kagadi District Local government has kicked off the demarcation of wetlands an exercise geared towards curbing the further encroachment and sustainable protection of wetlands in the Kagadi district  

The revelation was made by Daniel Businge the senior Wetlands Officer in the Ministry of Water and Environment during the HONDWA physical wetland demarcation preparatory meeting held at Kagadi Community Hall in Kagadi Town council Kagadi district.

The meeting was attended by the different stakeholder including DEC Members, Production and Natural resource Committee members, Ministry of Water and Environment, technical staff Media among other.

According to Businge, the exercise started with a district’s stakeholders preparatory meeting, and later a community engagement meeting will be held in Kenga Parish Kagadi Sub county where the demarcation exercise will be held

Businge said after the sensitization exercise, they will immediately embark on the physical wetland demarcation of HONDWA Wetland which covers parts of Kagadi and Muhorro sub counties respectively.

Businge implored members of the general public not to be hoodwinked of ‘no gazetted wetlands’, asserting that the law on the protection of wetlands is very clear.

Deputy RDC Kagadi district Benjamin Tumusiime, the Kagadi district leadership promised maximum support and cooperation towards the ministry of water and environment in implementing the wetland demarcation exercise.

The Ministry of Lands, Housing and Urban Development on Friday 19th May 2023 handed over 800 Mailo land titles to registered land owners in Kagadi Sub county Buyaga East Kagadi district.

The handover was officiated Hon. Judith Nabakooba a function held at St Adolf Catholic church in Kenga central Kenga parish Kagadi Sub county.

A total of 600 land titles are still are on halt a result of owners delaying to pay Stamp duty fee while over 214 land titles will be issued out by the Uganda land commission soon are ready for distribution

The land over which 1614 mailo land titles issued formerly comprised on Block 55 Plot 8 measuring 1791 acres belonging to Laurent musoke and later joseph Kyambade who was compensated by the government and transferred the land title to Uganda land commission in 2004.

Government of Uganda has acquired 160,128 acres of land in greater Kibaale.  

The government of Uganda through the Uganda land commission has for the last years resolved historical land injustice and returned land to the rightful land owners to address the problem of illegal land evictions.

Hon. Nabakooba urged beneficiaries to ensure increase of land productivity through engaging in commercial agriculture in order to improve household incomes as government implements the parish development model program.

She re-enchoed President Musevenis advice on land fragmentation, saying it is increasing rural poverty, food insecurity and conflicts.

The Member of Parliament Buyaga West Hon Tinkasimire Barnabus cautioned residents on the effects of mortgaging land titles for loans.

The excited residents appreciated the government of Uganda for the initiative since they have attained land ownership

The function was attended by the District Executive committee members, officials from the Uganda land commission, The technical staff led by the Deputy CAO Robert Mugabe, local leaders, religious leaders, Media among others

A total of 22 Primary school pupils have been has flagged to represent Kagadi District in this year’s National kid’s athletics competitions under 12 and 14 boys and girls in Luwero District.

The function was held at the Kagadi district headquarters in Kagadi town council, Kagadi district.

The National kid’s athletics competitions are scheduled for Monday 8^th May and end on 16^th May 2023 in Luwero District.

The 22 best athletes were selected from various zones to represent the district at National primary kids Athletics during the district primary kids athletics competitions held on 19^th/04/2023 at Kitegwa Primary school in Rutete town council  

While presiding over the flagging off function, John Mugume the Sports officer Kagadi district is optimistic that pupils will pose a great challenge since they have been trained by game teachers.

He asked the Participants to have discipline if they are to register better results.   

The Inspector of Schools Omukwenda Julius Alinda said besides class work it’s a government policy to engage pupils in co- Curricular activities in order to boost their talents.
